[1] This comment was written on the draft notice of the CPC Central Committee submitted
by Zhou Enlai and others for review on March 25, 1970. The draft notice contained four main
points: 1. The "May 16" counter-revolutionary conspiracy group "launched a frenzied attack
on the Great Proletarian Cultural Revolution and committed heinous crimes. Some believe
that the "May 16" counter-revolutionary group" never existed and are extremely opposed to
the investigation of the "May 16" group, even attempting to reverse its verdict. This is
completely wrong." 2. "Now that the investigation of the "May 16" group has begun, some
units have shown a tendency to expand the scope of the investigation." "Special vigilance
and attention must be exercised." "In exposing the "May 16" counter-revolutionary
conspiracy group, the focus should be on exposing its core members and the manipulators
behind the scenes. We must distinguish between core members and ordinary members, and
between those who participated in the organized conspiracies and sabotage activities of the
"May 16" group and those who were influenced by social trends and made mistakes. All
forms of extreme "left" and right bourgeois reactionary ideologies that violate Chairman
Mao's revolutionary line must be thoroughly criticized, and in this criticism, we must strictly
distinguish between the two different types of contradictions: contradictions between
ourselves and the enemy and contradictions among the people. Those who made mistakes
due to deception should not be labelled counter-revolutionaries if they honestly confess
their crimes. Even core members should be given different options based on their individual
circumstances after confessing their crimes. Those who have performed well may also be
treated leniently. In short, we should expand the scope of education and narrow the scope
of repression. "Third, some units, in the struggle to investigate the May 16 incident, resorted
to coercion, forced confessions, and even resorted to corporal punishment or disguised
corporal punishment. This is completely wrong and violates Chairman Mao's consistent
teachings. It must be resolutely stopped. Coercion, and forced confessions not only fail to
identify true counter-revolutionaries, but instead confuse class lines, harm the revolutionary
masses, and shield the real enemy."
