[1] This comment was written on a report Zhou Enlai submitted to Mao Zedong and others
on March 17, 1970. The report stated that the Central Political Bureau meeting on March
16th carried out two tasks. "First, the request for instructions on constitutional amendment
and its attachments were discussed and approved. They are now submitted to the Chairman
for review and approval, so that the amendment can proceed." Second, the list of
responsible persons from provinces, municipalities, autonomous regions, major military
regions, headquarters, and military services who would come to Beijing to discuss the
number of deputies and the election of representatives to the Fourth National People's
Congress was approved.
