extravagance and large-scale non-productive construction
and Liuzhou.

[1] The draft notice, submitted for review by Zhou Enlai and others on February 1, 1970,
pointed out that some units were engaging in large-scale construction, displaying
extravagance, entertaining guests and giving gifts, and squandering state funds. This
extravagant and wasteful bourgeois style must be taken seriously. To this end, the Central
Committee reiterated: 1. The construction, expansion, and renovation of buildings, halls,
libraries, and institutions are strictly prohibited; 2. No high-standard urban construction
projects are permitted anywhere, and the arbitrary demolition of houses is prohibited; 3. All
non-productive buildings and living facilities in new or expanded enterprises and "May 7th"
Cadre Schools must be kept simple; 4. All government agencies, military units, enterprises,
and institutions must cease purchasing non-productive equipment, and when necessary,
they must be replaced by internal adjustments; 5. The use of public funds for entertaining,
giving gifts, and watching movies is strictly prohibited. Unnecessary celebrations and
extravagance are strictly prohibited; 6. Those who violate the above regulations and
continue to engage in extravagance will be subject to Party and administrative discipline, and
in extremely serious cases, criminal penalties; 7. Fiscal regulations and financial discipline
