〔1〕 The draft circular submitted by Zhou Enlai for review on December 7, 1970, stated that since the beginning of this year, especially since the latter half of the year, major accidents have occurred continuously in some localities, causing severe losses to the lives and property of the people and creating adverse political effects. To address this, the circular put forward five specific requirements for strengthening work safety. When submitting it for review, Zhou Enlai wrote that this document had been discussed, revised, and approved at the November Politburo meeting, but since insufficient attention is still being paid to work safety in various places and accidents continue to occur, issuing this circular is still necessary. After reading it, Mao Zedong wrote this instruction. On December 11, the Central Committee of the Communist Party of China issued this circular down to the county and regimental levels, as well as to enterprises and public institutions.
