[1] This draft notice, submitted for review on February 5, 1970, by Zhou Enlai and Kang Sheng, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, stated that the Central Committee had decided to hold a symposium on rectification and party building in late February to implement Chairman Mao’s series of relevant instructions, disseminate the experience of Beijing’s Six Factories and Two Schools (Beijing Knitting General Factory, Beijing Xinhua Printing Plant, Beijing Chemical Industry No. 3 Factory, Nan’kou Locomotive and Rolling Stock Factory, Erqi Locomotive and Rolling Stock Factory, Beijing Northern Suburbs Timber Factory, as well as Tsinghua University and Peking University), study the policy of “discarding the old and welcoming the new,” achieve ideological unity, strengthen leadership, and further improve the work of rectification and party building. The draft notice was accompanied by a report from Guo Yufeng of the Business Group of the Organization Department of the CPC Central Committee on the current situation of rectification and party building across the country. On February 10, the CPC Central Committee issued this notice.
