[1] The draft directive submitted by Zhou Enlai and others for review on January 30, 1970,
stated that in order to implement war preparations and consolidate national defense, all
sabotage activities by counter-revolutionaries must be resolutely cracked down on. First, the
masses must be mobilized vigorously. Second, key areas must be highlighted. The focus of
the crackdown must be on active counter-revolutionaries. Third, a strict distinction must be
made between contradictions of different natures, distinguishing between friend and foe,
and between minor and major offenses. Fourth, extensive and in-depth propaganda and
mobilization must be carried out. Fifth, approval authority must be unified. Killings must be
approved by the provincial, municipal, and autonomous region revolutionary committees
and reported to the central government for record. Sixth, leadership must be strengthened.
Zhou Enlai wrote in his report for review: "After much discussion, we believe it is necessary
to issue this directive to crack down on the sabotage activities of a small group of counterrevolutionaries during war preparations and mobilization." Mao Zedong, after reading it,
wrote this comment. The Central Committee of the Communist Party of China issued this
directive on January 31.
