[1] The draft notice, submitted for review by Zhou Enlai and others on December 25, 1969,
pointed out that the Hunan Provincial Revolutionary Committee's unauthorized printing and
distribution of Chairman Mao's important instructions on Hunan work, without prior
approval, was a mistake and a violation of previous Central Committee notices and decisions.
The Central Committee reiterated: The private compilation, printing, and distribution of
Chairman Mao's and Vice Chairman Lin's speeches, inspection talks, and speeches and talks
by other Central Committee members, as well as biographies, transcripts, documents, books,
poems, albums, and pictures related to Chairman Mao, Vice Chairman Lin, and other Central
Committee members, are strictly prohibited. All localities should take measures to
immediately recover and destroy all such records, documents, pictures, and albums. Any
further violations of this notice will be subject to disciplinary action and severe punishment.
Those counter-revolutionaries who fabricate rumours to mislead the public and deceive
others for counter-revolutionary purposes and commit heinous crimes must be sentenced
accordingly. The revolutionary committees of all provinces, cities, and autonomous regions
must strictly control the printing plants affiliated with each region and unit, and strictly
control the distribution and use of paper. Mao Zedong's comments were written on the
report submitted by Zhou Enlai and others for review. The Central Committee of the
Communist Party of China issued this notice that same day.
