(Mao Zedong and Lin Biao walked briskly onto the rostrum, and the audience applauded
enthusiastically. They shouted: Long live Chairman Mao! Long live Chairman Mao!)
Stop shouting slogans. Today's agenda has three items: First, we need to pass Comrade Lin
Biao's report, which is a political report on behalf of the Party Central Committee; Second,
we need to pass the Constitution of the Communist Party of China; Third, several comrades
will speak. Comrade Zhou Enlai has signed up to speak today. (Zhou Enlai: Pass it first, and
then speak after it is passed.) What do we need to pass? Don't pass it. We will pass it after
you speak. Anyone can sign up to speak! There are so many names who have signed up to
speak, including Boda, Kang Sheng, Huang Yongsheng, Wang Hongwen, Chen Yonggui, Wei
Fengying, and Sun Yuguo. (After Zhou Enlai spoke, Lin Biao spoke. 5:27) Why are you
shouting slogans again! Comrade Chen Boda spoke. (5:35) Comrade Kang Sheng spoke.
(5:58) Let's invite another comrade to speak, Comrade Huang Yongsheng. (6:12) One by one,
Comrade Wang Hongwen. (6:19) What should we do? Comrades (referring to
photographers), don't be so busy, you are all very busy, racing against time, chasing each
other.
(The first reporter came in) Then please let Comrade Chen Yonggui speak. (6:29) Chen
Yonggui, you are in your forties? Now please let a comrade speak, Comrade Sun Yuguo, he is
from Zhenbao Island, he commanded the last battle, the March 15th battle. (When Sun
Yuguo saluted Mao Zedong, Mao Zedong and Lin Biao stood up and applauded. At 6:38, after
Sun Yuguo finished speaking, Chairman Mao, Lin Biao, the Central Cultural Revolution Group,
and all the comrades at the meeting stood up and applauded.) How old are you? (Sun
Yuguo: Twenty-nine years old.) Twenty-nine years old. Where are you from? (Sun replied:
Northeast China.) Northeast China? Where exactly? (Sun replied: Hebei.) Hebei, huh? His
name is Sun Yuguo. Sun is the Sun in Zhao, Qian, Sun, and Li. Yu is the Yu in jade, with a dot
added to the character for king. Guo is the Guo in country. He is the deputy company
commander. After being wounded, he commanded the self-defence counterattack at
Zhenbao Island No. 15. (After Sun Yuguo's speech) How come Wei Fengying is also from
Liaoning? Comrade Wei Fengying, please speak. (6:50 p.m.) What should we do? Don't
worry. (Looking at his watch) It's less than two hours. Where is Comrade Ji Dengkuai? (Zhou
Enlai: He's from Henan.) Please, my old friend. He's from Henan, but he's originally from
Shanxi. He's always worked in Henan and has also suffered some hardships, you know. You
speak. (7:02) It's past 7 o'clock. Time for dinner, I suppose? It seems that all comrades have
spoken in favour of the political report and the Party Constitution. All Party comrades should
review them again. However, many have not spoken yet. Do you approve or not? (All
delegates: We approve! Loud applause) Should we vote? The first item is the political report

by Comrade Lin Biao. Do you approve or not? (Loud applause) Those who approve, please
raise your hands. (All raise their hands) (Mao Zedong looks around the hall) Everyone
approves. There is hope. It is passed. Is this draft party constitution approved? Those in
favour, please raise your hands. (All raise their hands) It seems there is hope after all.
Approved. Regarding these two documents, there may still be some wording that needs to
be refined, and they also need to be translated into foreign languages. What should we do?
Hold another plenary session? Some comrades suggest that the Secretariat undertake this
task. Is that acceptable? (All delegates: Acceptable! Loud applause) Today's work is
concluded. Dinner, adjourn the meeting! (7:05 PM, concluded)

The Proletariat is the Greatest Class in Human History
(1969)

The proletariat is the greatest class in human history, the most powerful revolutionary class
ideologically, politically, and physically. It can and must confine the vast majority of people
within its own ranks, isolating and striking down a handful of enemies to the greatest extent
possible. [1]

[1] In his report to the Ninth National Congress of the Communist Party of China on April 1,
1969, Lin Biao quoted this passage in boldface after the phrase "Chairman Mao recently
pointed out." Lin Biao's report was adopted at the congress on April 14 and published in the
People's Daily on April 28.

Two Possibilities of World War
(1969)

Regarding the question of world war, there are only two possibilities: one is that war leads to
revolution, the other is that revolution prevents war.

On November 28, 1968, Mao Zedong, in a meeting with Hill,
Chairman of the Central Committee of the Communist Party of Australia (Marxist-Leninist),
said: "Please consider this: is the world in war or revolution? Will war lead to revolution, or
will revolution prevent war? In short, the current situation of neither war nor revolution will
not last long."
