[1] Chen Boda was at that time a member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the Central Cultural Revolution Group. On April 12, 1969, he submitted to Mao Zedong for review a draft of his speech to be delivered before the adoption of the political report and the Party Constitution at the Ninth National Congress of the CPC. The second page of this draft read: “The great proletarian mentor, Chairman Mao, has undergone more than fifty years of prolonged struggle, possesses the richest experience, and is an unparalleled creative genius in the history of mankind. Chairman Mao closely integrates the universal truths of Marxism-Leninism with revolutionary practice. He comes from the masses and returns to them. On all fronts—ideological, theoretical, industrial, agricultural, military—as well as on the battlefields of revolutionary war, he has always worked fearlessly yet meticulously, constantly summing up experience, continuously enriching the thought of Marxism-Leninism, and guiding us from one victory to another.” “In both theoretical work and practical struggle, Chairman Mao has been comprehensive, correct, scientific, and dialectical.” Upon reviewing the draft, Mao Zedong deleted these passages and wrote the above annotation.
