Agreed. It is not appropriate for there to be too few people on the podium at tomorrow's
opening ceremony. It seems appropriate for Boda, Kang Sheng, Dong Lao, Bocheng, Zhu De,
Chen Yun and a few others to participate [2]. Please consider this and make a decision.

[1] On 31 March 1969, Zhou Enlai wrote a report to Mao Zedong stating: "Tonight, after
consulting with the preliminary members of the Presidium and the main leaders of the army,
we have agreed that Comrade Xu Haidong should be a representative at the Ninth National
Congress. If everyone agrees, we propose that Xu also join the Presidium. Then, the
conveners of each group will return to their respective groups to seek the consent of all
representatives. Since Comrade Xu Haidong has already been elected as a delegate, it would
be appropriate for him to join the Presidium. After discussing this with the members of the
Military Commission's Office, we all agree and request the Chairman's approval." Mao
Zedong's comment was written on Zhou Enlai's report. Xu Haidong was a member of the
Central Committee of the Communist Party of China at the 8th National Congress. At the 9th
National Congress held in April 1969, he joined the Presidium and was elected as a member
of the Central Committee.
[2] Boda, also known as Chen Boda, was then a member of the Standing Committee of the
Political Bureau of the Central Committee of the Communist Party of China and head of the
Central Cultural Revolution Group. Kang Sheng was then a member of the Standing
Committee of the Political Bureau of the Central Committee of the Communist Party of
China and advisor to the Central Cultural Revolution Group. Dong Lao refers to Dong Biwu,
who was then a member of the Political Bureau of the Central Committee of the Communist
Party of China and Vice-Chairman of the People's Republic of China. Bocheng, also known as
Liu Bocheng, was then a member of the Political Bureau of the Central Committee of the
Communist Party of China and Vice-Chairman of the Central Military Commission. Zhu De
and Chen Yun were both members of the Standing Committee of the Political Bureau of the
Central Committee of the Communist Party of China at the time.
On 1 April 1969, when the Ninth National Congress of the Communist Party of China
opened, they were all seated on the presidium.
