Agreed. Tomorrow, when announcing the opening ceremony, the number of people on the rostrum should not be too small. It seems appropriate to include Boda, Kang Sheng, Elder Dong, Bocheng, Zhu De, Chen Yun, and a few others. Please consider and decide.

On March 31, 1969, Zhou Enlai wrote a report to Mao Zedong, stating: "This evening, I consulted with the pre-elected members of the presidium and the principal leading comrades of the military about Comrade Xu Haidong being a delegate to the 'Ninth Congress.' If everyone agrees, I plan to simultaneously propose that Xu also join the presidium, after which the conveners of each group will return to their respective groups to seek the consent of all delegates. Since Comrade Xu Haidong is already a delegate, it would be better for him to join the presidium. I have discussed this with the comrades of the Military Affairs Committee Office, and all agree. I request the Chairman's approval." Mao Zedong's comment was written on Zhou Enlai's report. Xu Haidong was a member of the Eighth Central Committee of the Communist Party of China. At the Ninth National Congress of the CPC held in April 1969, he participated in the presidium and was elected as a member of the Central Committee.
