On March 29, 1969, Zhou Enlai wrote a report to Mao Zedong and others, reporting on the preparations and arrangements for the Ninth National Congress of the Communist Party of China. The report concluded: “At the informal meeting on the evening of the 27th, I proposed the draft number of Central Committee members for the Ninth Congress (115 full members and 95 alternate members, 210 in total) for everyone’s consideration, after which we may consider specific candidates or categories.” After reading this, Mao wrote this remark. From April 1 to 24, the Ninth National Congress of the Communist Party of China was held in Beijing. It elected 170 full Central Committee members and 109 alternate members, 279 in total.
