[1] On February 5, 1969, Zhou Enlai wrote a report to Mao Zedong, stating: "Regarding the
question of whether members and alternate members of the Eighth Central Committee who
attended the Twelfth Plenary Session of the Central Committee should be nominated or not
nominated as delegates to the Ninth National Congress, I had originally intended to report
this to the Chairman and Vice Chairman Lin in person during the meeting for a final decision.
However, due to the postponement of the meeting, I am submitting a copy of the written
document approved at the Central Cultural Revolution meeting for your review, so that the
Chairman can consider it in advance." Mao Zedong wrote this comment while reviewing the
report. Chen Qihan was an alternate member of the Eighth Central Committee of the
Communist Party of China and attended the Twelfth Plenary Session of the Eighth Central
Committee. He was elected a member of the Central Committee at the Ninth National
Congress of the Communist Party of China, held in April 1969.









7 Chen Qihan (1897 –1981), held the rank of general of military law of the Chinese People's Liberation Army. In
his early years, Chen Qihan served as a student captain, company commander, and political captain of the
Whampoa Military Academy. After the Nationalist government attacked the Communist Party, Chen
encouraged peasant resistance in the Fuzhou area. In 1933, Chen was dismissed from his post for following
Mao Zedong and was purged by Bo Gu. Later, he participated in the Long March as a staff officer with the army,
and served as the chief of the education section of the Red First Army Headquarters. In May 1949, Chen was
appointed commander of the Jiangxi Military Region and presided over the suppression of bandits in Jiangxi.
He was an alternate member of the 8th Central Committee of the Communist Party of China, and a member of
the 9th to 11th Central Committees.
