Comments on the Central Committee's forwarding of Tsinghua University's policy report
on implementing the "re-education" and "offering a way out" policy for intellectuals [1]

[1] The main contents of this report, written on January 20, 1969, by workers in the capital
and the People's Liberation Army's Mao Zedong Thought Propaganda Team stationed at
Tsinghua University, were: 1. We must firmly believe that the majority of intellectuals are
willing to participate in revolution, but they must undergo re-education. 2. We must do
more to educate "children who can be educated well" and not push them to the enemy's
side. 3. Those who have committed capitalist-roader errors must be promptly liberated
when they become aware of their mistakes. 4. Bourgeois academic authorities must be given
a way out after thorough criticism. 5. Counter-revolutionaries must be treated differently
based on their circumstances and given the opportunity to redeem themselves through
meritorious service. On January 25, the Beijing Municipal Draft Committee submitted this
report to Mao Zedong and others. On January 28, Mao Zedong affirmed the report, saying,
"The five points are correct and can be forwarded." On January 29, the Central Committee of
the Communist Party of China and the Central Cultural Revolution Group forwarded the
report.
