　　[Secretary General Wilcox of the New Communist Party sent a telegram stating that he intended to dispatch two Politburo members, Mansheng and Hageman, to China immediately for a visit and talks. The International Department of the CPC Central Committee requested the Central Committee to consider and decide whether to approve their current visit or to postpone it to a later date. Chairman Mao’s instruction was not dated. The report seeking instructions was submitted by Premier Zhou to Chairman Mao on December 18. Following Chairman Mao’s instruction, Premier Zhou processed the matter on December 19.]
