Refers to the report submitted to Mao Zedong and others on September 3, 1968, by the Beijing Municipal Revolutionary Committee and the Beijing Garrison Command of the People's Liberation Army. The report states: As of August 29, Mao Zedong Thought propaganda teams composed of workers and PLA personnel have been stationed in all 59 institutions of higher learning in Beijing. On August 31, we convened a meeting of the leaders of the propaganda teams in these schools to convey the guiding spirit of the Central Committee of the Communist Party and the Central Cultural Revolution Group, focusing on resolving the following issues:

1. The propaganda teams must exercise proletarian political leadership over the schools, carry out well the struggle-criticism-transformation in the schools, and must not fall into routinism. The workers' and PLA propaganda teams must implement unified leadership, and positions on important issues must undergo collective discussion. 2. In leading the schools, we must first trust the majority of the masses; we must correctly treat the merits and faults of the young revolutionary fighters in the Cultural Revolution; we must eat and live with the students, have heart-to-heart talks with them, make friends with them, and help them resolve ideological problems. The best method is to follow Chairman Mao's teachings and run study classes well. 3. On the issue of the great revolutionary alliance, we must, through great revolutionary criticism, strengthen education for the students on the struggle between the two lines and raise their awareness of class struggle. On the basis of doing well the ideological work among the masses, carry out the great revolutionary alliance and the three-in-one combination according to class and year systems, and departments and offices. 4. Strengthen investigation and research work; regarding problems in the schools, do not be in a hurry to state positions, still less state positions lightly. 5. Persons detained by various factions may be taken over by the workers' propaganda teams. After examination, those who are truly bad elements shall be subjected to mass dictatorship; ordinary masses may first be organized into training classes for study.
