Refers to the report to Mao Zedong et al. by the Shanghai Municipal Revolutionary Committee on August 14, 1968, regarding the implementation of the Two Notices and the resolution of problems in more than 400 "long-standing, difficult" units. The report stated that in the practice of publicizing, studying, implementing, and carrying out Chairman Mao's personally approved "July 3rd" Notice and "July 24th" Notice, confiscating weapons, and resolving the problems of "long-standing, difficult" units, we have the following points of understanding:

1. To resolve the problems of "long-standing, difficult" units, it is necessary to use Chairman Mao's latest instructions as a weapon and conduct thorough and meticulous ideological work among the masses.

2. The key to resolving the problems of "long-standing, difficult" units lies in mobilizing the masses, relying on the masses, and letting the masses rise up to urge the leaders.

3. A positive and cautious attitude should be adopted towards the revolutionary committees of "long-standing, difficult" units, and they should be handled properly.

4. Attention should be paid to promoting the advanced elements in "long-standing, difficult" units to encourage them to change their backward appearance.

On August 18, the CCP Central Committee and the Central Cultural Revolution Group forwarded this report.

This draft editorial was written to celebrate the establishment of the Fujian Provincial Revolutionary Committee, originally titled "Unite to Fight the Enemy." Mao Zedong changed it to "Unite and Fight the Enemy Together" during review. This piece one is the comment on the draft submitted by Chen Boda, leader of the Central Cultural Revolution Group of the CCP Central Committee, and Yao Wenyuan, member, on August 20, 1968; this piece two is the revision of a paragraph in the submitted draft, in which the text printed in Song typeface is the text added by Mao Zedong. This editorial was published on August 21.
