Annotations and Revisions on the Draft Notice [I]

Zhou Enlai and others reported to Mao Zedong on August 25, 1968: "Following the Chairman's earlier instructions, Comrade Yao Wenyuan drafted this notice, and some revisions were made at the Central Cultural Revolution Group's briefing meeting." "We request the Chairman's instructions and approval." This piece, Part One, is written on the report by Zhou Enlai and others. Part Two consists of revisions to a passage in the draft notice submitted by Zhou Enlai and others for review, titled "Notice of the Central Committee of the Communist Party of China, the State Council, the Central Military Commission, and the Central Cultural Revolution Group on Dispatching Workers' Propaganda Teams to Schools." The text printed in Song typeface represents words added by Mao Zedong. The draft notice submitted by Zhou Enlai and others stated: The Beijing Workers' Mao Zedong Thought Propaganda Team, which entered the universities based on Chairman Mao's instructions, has already achieved remarkable results and exerted a tremendous influence nationwide. The Central Committee believes that the time has come to rectify education. All localities should follow Beijing's approach and gradually take charge of the universities, middle schools, and primary schools in large and medium-sized cities. In large and medium-sized cities where revolutionary committees have already been established, where revolutionary great alliances have already been realized among the workers, and where the work of purifying the class ranks has already achieved notable results, it is necessary, under the leadership of the revolutionary committees, to form Mao Zedong Thought Propaganda Teams with outstanding industrial workers as the mainstay, coordinated with People's Liberation Army soldiers. These teams shall enter the schools in batches and by stages. First, carry out pilot projects, sum up experience, and then gradually popularize the practice. Enter the universities first, then the middle and primary schools. Schools where there are no two-faction organizations and no armed struggles must also be entered. Before and after entering the schools, it is necessary to earnestly study and correctly grasp Chairman Mao's policies, broadly and deeply propagate Chairman Mao's latest instructions and the "July 3" Proclamation and the "July 24" Proclamation, carry out meticulous ideological work, and help promote the realization of a revolutionary great alliance, on the basis of Mao Zedong Thought, among those revolutionary mass organizations of two factions that have not yet achieved such an alliance. Where there is armed struggle, resolutely stop the armed struggle. Regarding the two-faction organizations, first conduct investigations and studies; do not hastily or lightly express a stance. After the Mao Zedong Thought Propaganda Team enters the schools, it must be adept at discovering and uniting with those activists among the students, teachers, and workers who are determined to carry the proletarian educational revolution through to the end, work together with them, and promote the educational revolution. On the same day, the Central Committee of the Communist Party of China, the State Council, the Central Military Commission, and the Central Cultural Revolution Group issued this notice.

Issue as drafted.
The number of workers to be drawn can generally be about one-tenth of the local industrial workers, or slightly less, so as not to hinder production. Rotation is permissible. The propaganda teams must not carry weapons. Workers from those factories that have not yet achieved revolutionary great alliance and three-way combination, and those that have not yet purified their class ranks, must not participate.
