[On August 13, 1968, Chairman Mao, during a conversation with Beqir Balluku and others from the Communist Party of Albania (Marxist–Leninist), discussed the question of whether communist parties should participate in parliamentary elections. In response, Kang Sheng instructed the International Department of the CPC Central Committee to draw up a plan to collect materials on parliamentary elections in capitalist countries, for the Chairman’s reference and as a basis for studying that very conversation. To this end, Kang Sheng submitted a report to the Chairman. This instruction by Chairman Mao is not dated. Kang Sheng’s report to the Chairman was dated August 22, 1968, while the International Department printed it on August 31.]
