On July 16, 1968, the Beijing Municipal Public Security Bureau Military Control Commission submitted this report to the Beijing Revolutionary Committee and the Garrison Command. The report stated that, in accordance with directives from the Central Committee and the Central Cultural Revolution Group, they had held the first session of study classes for released student offenders from June 11 to July 6, achieving significant results. Their key insights were as follows: First, it is essential to carry out educational and persuasive work among young student offenders; the vast majority of them can indeed be reformed through such efforts. Second, starting with political enlightenment to raise their consciousness, while emphasizing self-education and conducting extensive discussions, commendations, criticisms, and self-examinations—the so-called “Four Great” activities—is an effective method for encouraging them to sincerely confess their crimes and ultimately reform themselves. Third, the old investigative practices and procedures employed by the organs of the dictatorship must be thoroughly overhauled and fundamentally changed. [2)

Lin refers to Lin Biao, who was re-elected as a member of the Standing Committee of the CPC Central Political Bureau at the Eleventh Plenary Session of the Eighth CPC Central Committee and was soon thereafter appointed Vice Chairman of the CPC Central Committee. Zhou refers to Zhou Enlai.
