(March 26, 1968)

(The date on which the International Department of the CPC Central Committee submitted its request to the central leadership regarding the congratulatory telegram was March 26, 1968.)

“For twenty years, the various ethnic groups of Myanmar, under the leadership of the Communist Party of Burma, have waged a long, arduous, and extraordinary struggle by relying on their own strength. The red flag of the people’s revolutionary armed struggle has continuously flown over Myanmar. This is a great victory for all the ethnic peoples of Myanmar, and a great victory resulting from the combination of Marxism-Leninism (and Mao Zedong Thought) with the specific conditions in Myanmar.

……The Communist Party of China firmly believes that the Communist Party of Burma, armed with the invincible Marxism-Leninism (and Mao Zedong Thought) and adapted to the realities of Myanmar, will surely lead the various ethnic groups of Myanmar to defeat U.S. imperialism and its agents in Myanmar—the Ne Win reactionary clique—as well as the Soviet modern revisionists who serve as accomplices of U.S. imperialism, thereby achieving final victory in the revolutionary armed struggle.

In the Proletarian Cultural Revolution personally initiated and led by (the Great Leader) Chairman Mao, we thoroughly crushed the heinous plot of the Chinese Khrushchev and his gang to restore capitalism, thereby consolidating the dictatorship of the proletariat in our country. This not only holds great significance for the Chinese people, but also, in certain respects, carries (great) significance for the revolutionary struggles of oppressed peoples and oppressed nations worldwide.

(Chairman Mao taught us: “The peoples who have already achieved revolutionary victory should assist the struggles of those peoples still striving for liberation; this is our internationalist duty.”) The Chinese people, tempered in the crucible of the Proletarian Cultural Revolution, will certainly, in accordance with Chairman Mao’s great teachings, resolutely support the revolutionary struggles of the Burmese people and the peoples of all countries, thus fulfilling their internationalist obligations.)

Long live the protracted revolutionary armed struggle of the Burmese people! Long live invincible Marxism-Leninism and Mao Zedong Thought!”
