The "three-in-one combination" revolutionary committee is a creation of the working class and the masses of the people in this Great Cultural Revolution. Chairman Mao teaches us: "Trust and rely on the masses, trust and rely on the People's Liberation Army, and trust and rely on the majority of the cadres." The "three-in-one combination" revolutionary committee organically integrates these three aspects put forward by Chairman Mao after summing up the experience of the masses, so as to better meet the needs of the socialist economic base, and better meet the needs of consolidating the dictatorship of the proletariat and preventing capitalist restoration.

Note 1 is written on the draft editorial for *People's Daily*, *Red Flag* magazine, and *Liberation Army Daily* submitted for review on February 19, 1968, by Chen Boda, head of the Cultural Revolution Group of the CPC Central Committee, and group member Yao Wenyuan. Chen Boda and Yao Wenyuan wrote on the submitted draft: "We are submitting an editorial. It quotes your latest directive. Whether it is appropriate or not, please review and give instructions." For Mao Zedong's latest directive, see Part Two of "On the Reform of State Organs and the Basic Experience of Revolutionary Committees." Note 2 is written on the revised draft editorial submitted for review by Chen Boda and Yao Wenyuan on March 28. Chen Boda and Yao Wenyuan wrote on this submitted draft: "This article has been revised somewhat. Can it be published in the near future? It can illustrate the excellent situation and play a positive guiding role." Note 3 is Mao's revision of a passage in the draft submitted by Chen Boda and Yao Wenyuan on March 28. This editorial was published in *People's Daily* and *Liberation Army Daily* on March 30, 1968, and in the first issue of *Red Flag* magazine published on July 1, 1968.
