This comment was written on the draft of the urgent notice from the Central Committee of the Communist Party of China, the State Council, the Central Military Commission, and the Central Cultural Revolution Group, submitted for review by Zhou Enlai and others on February 14, 1968. The draft notice contained eleven articles, of which Article 6 stated: "In any unit where factional struggles have split it into two production leadership teams, two sets of financial accounting, two treasuries, and two bank accounts, they must, in accordance with the latest directive of our great leader Chairman Mao, quickly unite before the end of February, and implement unified leadership and unified management. Otherwise, the higher authorities shall send military control personnel or personnel dispatched by the higher-level revolutionary committee (revolutionary committee preparatory group) or the military control commission to take charge of the unified leadership and unified management of production and operations." When Mao Zedong reviewed it, he changed "before the end of February" in this article to "within one month of receiving the document." On February 18, the Central Committee of the Communist Party of China, the State Council, the Central Military Commission, and the Central Cultural Revolution Group issued this urgent notice, noting that it could be read out in all grassroots units and posted internally.
