In all localities and units where power is to be seized, the revolutionary policy of “three-in-one” cooperation must be implemented to establish a revolutionary, representative, and proletarian-authoritative provisional authority. It would be appropriate to call this authority a Revolutionary Committee.

From top to bottom, every unit in which power is to be seized must include representatives of the armed forces or the militia as part of the “three-in-one” combination. This applies equally to factories, rural areas, finance and trade sectors, education and culture (primary, secondary, and higher schools), Party and government organs, and mass organizations. At the county level and above, representatives of the armed forces should be dispatched; below the commune level, militia representatives should be sent. This arrangement is highly desirable. If there are not enough military representatives at present, it may be left temporarily vacant and they can be sent later.
