(November 17, 1967)

【Vinod Mishra was then a leader of the Liberation faction of the Communist Party of India (Marxist-Leninist). On March 18, 1967, under the leadership of the grassroots organizations of the CPI(M), peasants in the Naxalbari area of Darjeeling district in northern West Bengal launched a struggle to seize land. They established peasant committees (locally, 15,000 to 20,000 peasants became full-time activists), punished evil landlords, seized the landlords' land, grain, and weapons, canceled mortgage debts, and from late May began to fight with the police who came to suppress them. The Naxalbari movement received the admiration and support of China during the Cultural Revolution, and the *People's Daily* specially published "Spring Thunder Over India" for this on July 5, 1967. The movement was suppressed by the Indian government in 1971 and lost popular support due to a series of ultra-leftist practices.】

Comrade Kang Sheng:

This kind of study was proposed by our side, not initiated by the Indian side. The round trip is very dangerous. It seems appropriate to postpone it. Please consider.
