After more than a year of the Great Proletarian Cultural Revolution, the broad masses of poor and lower-middle peasants have been further mobilized and have won a double victory in revolution and production. The current situation in the countryside is excellent. Only in a small number of disaster-stricken areas and areas controlled by capitalist roaders and landlords, rich peasants, counter-revolutionaries, bad elements, and rightists are conditions not good.

Note I was written on the draft directive submitted for review on November 8, 1967, by Zhou Enlai and Kang Sheng (advisor to the Cultural Revolution Group of the CPC Central Committee), Chen Boda (head of the group), and Jiang Qing (deputy head). Note II is a revision to Article 1 of the draft directive; the text printed in bold is the wording added by Mao Zedong. On December 4, 1967, the CPC Central Committee issued this directive, changing the title to "Directive of the Central Committee of the Communist Party of China on the Rural Cultural Revolution This Winter and Next Spring."
