The central authorities should convene such sessions, but primarily it should be the provinces that do so. Not only the military, but also local Party, government, and cultural-educational organs must undergo intensive training.

The rebel factions also need to be trained; they cannot settle down and have become unruly. If one session is not enough, two or three can be organized. There are many members of the rebel groups, and I believe this method of training is effective.

When the military runs study classes, soldiers should participate.

Running study classes is an excellent approach; many problems can be resolved through them.
