I. Situation: The situation is excellent. Nationwide, seven provinces have already been resolved (referring to Revolutionary Committees), and eight provinces have been basically resolved (referring to Henan, Hunan having already established preparatory groups), a total of fifteen provinces. Strive to resolve ten more provinces this year, five in the south, five in the north, for a total of twenty-five. (Actually twenty-four provinces. Because Heilongjiang was resolved twice, the Center supports the Heilongjiang Revolutionary Committee, the Revolutionary Committee cannot collapse, resolutely support it.) Before the Spring Festival, the entire country must be basically resolved and put on track. The Great Cultural Revolution made great strides in the three months of July, August, and September. Such are the situation and the tasks.

II. Relationship between superiors and subordinates: Why is it made so bitter? Beating, forcing to kneel, hanging placards, and wearing high hats are not good; this destroys the principle of unity—criticism—unity. Regarding cadres, the scope of education must be expanded, and the scope of attack must be narrowed. Cadres should not be struck dead with a single blow; even the most stubborn must be given a bowl of rice to eat.

Beijing is holding a meeting of armed cadres. Not only must the military go, but the civilian must also go. Cadres from the Party, government, and mass organizations must also participate. The Leftists must also go, and the Red Guards must also go. The Red Guards have great power and are very fierce; they also need to be trained. Cadres cannot be punished without being taught, and even after being taught, they cannot be punished by death.

The scope of education must be expanded. The Chairman spoke of this several times in Shanghai and has spoken of it in many provinces, and the Central Cultural Revolution Group has also discussed it seriously.

III. Great Alliance. That quotation: "Within the working class, there is no fundamental conflict of interest. Under the dictatorship of the proletariat, there is even less reason for the working class to split into two great irreconcilable factional organizations." The Chairman first said this in Wuhan on July 18. This sentence was not accepted. It would have been better if the Wuhan problem had been resolved using this thinking. The Chairman repeatedly discussed this issue, speaking of it in July and also in August. In Shanghai, [I] told the workers this quotation, and it was very effective. The high tide of the great alliance in Shanghai was brought about by these few sentences from the Chairman. Once the Chairman's instructions on the great alliance were publicized nationwide, the effect was very good.

××× interjected, the Chairman said it like this: "In a factory, all are the working class, there is no fundamental conflict of interest. Why must they split into two great irreconcilable factions? I just can't figure it out. This is being manipulated by someone. It's nothing more than: first, manipulation by capitalist-roaders; second, mischief by landlords, rich peasants, counter-revolutionaries, bad elements, and rightists; third, the influence of small-group mentality."

Chunqiao continued: Repeatedly publicize this thought of the Chairman's, mainly to the workers; it is also effective for students and office cadres. The working class has truly become the main force of the Cultural Revolution. Let the workers control the situation. In Shanghai, the ones with the most right to speak are the workers, it is not up to the students. As soon as Shanghai fell into chaos, the Chairman asked me: "Can it get chaotic?" I said: "It's not a problem, as long as the Workers' General Headquarters doesn't move, it won't be chaotic. The leadership position of the working class must be established; don't be led by the nose by the students."

IV. Three-in-One Combination. The Chairman said: "In Shanghai, the relationship among the three sides—the military, cadres, and masses—is relatively good." This is mainly because the three sides frequently conduct open-door rectification. This time, with the military as the main body, convene the revolutionary mass organizations; next time, with the revolutionary masses as the main body, and so on in rotation. This system is relatively good. The Workers' General Headquarters insists on half a day of studying Mao's works and half a day of work every day, not caring even if the sky falls. The military is responsible for convening. The cadre issue is an important condition. In Shanghai, fifty to sixty percent of cadres at the ministry and bureau chief level have already been liberated.

××× interjected; the Chairman said: The absolute majority of cadres are good. It is necessary to educate cadres, liberate cadres, and use cadres. Among the cadres, apart from the capitalist-roaders, why is the struggle so fierce, so severe! Some cadres ride in cars, live in good houses, have become high officials, and have high salaries. This is all still acceptable, but they shouldn't put on airs, not practice democracy, and be divorced from the masses. Therefore, as soon as there is an opportunity, people will rise up and attack you.

When we asked about "5.16," Comrade Chunqiao said: "5.16" is a counter-revolutionary organization.
