Instructions on Public Security Work

The public security organs are a knife in the hands of the proletariat. When wielded well, they can strike at the enemy and protect the people; when wielded poorly, they can easily harm our own. If this knife were to be seized by bad elements, it would be even more dangerous. Therefore, public security work can only be placed under the direct leadership of the Party committee and cannot be subject to vertical leadership by operational departments.
