Instructions to Public Security Work
(August 1967)

The public security organs are a knife in the hands of the proletariat. If wielded well, this knife can strike at the enemy and protect the people; if wielded poorly, it can easily harm ourselves. If this knife is seized by bad elements, then it becomes even more dangerous. Therefore, public security work must only be under the direct leadership of the Party committee, and cannot be under the vertical leadership of specialized departments.
