1. The Standing Committee of the Party Committee of the Hunan Provincial Military Region, in its “Report on Self-Criticism Regarding Errors Committed in Supporting-the-Left Work,” conducted a serious self-criticism of the previous phase of such work. Its attitude was positive, and its understanding relatively profound.
2. The Central Committee has decided to reorganize the provincial military region and has begun establishing a preparatory group for the Hunan Provincial Revolutionary Committee to lead the province’s “Cultural Revolution” as well as industrial and agricultural production.
3. All revolutionary mass organizations should, under the leadership of the provincial revolutionary committee preparatory group and on the basis of Chairman Mao’s proletarian revolutionary line, strengthen unity, launch a great revolutionary criticism campaign, vigorously advance the revolution while simultaneously boosting production, thereby ensuring the completion—and overfulfillment—of this year’s industrial and agricultural production targets.
4. The “Agreement on Immediately and Decisively Stopping Armed Clashes,” signed by both sides of the Hunan Province delegation that had traveled to Beijing to report, is very good, and all mass organizations must earnestly implement it. The central decision draft was submitted to Mao Zedong for review twice. This document, sections one and two, contain his comments on those two versions respectively; section three presents the revisions he made to the draft itself, with the text printed in Song typeface representing words added or altered by Mao Zedong.
On August 10, 1967, the CPC Central Committee issued this decision.

Apart from the responsibility borne by the military region, the Central Cultural Revolution Group’s “February 4th Instruction” regarding the “Xiangjiang Fenglei” report submitted by the Hunan Provincial Military Region on February 2nd was erroneous. “Xiangjiang Fenglei” is a large-scale revolutionary mass organization that, during its rapid development, allowed a small number of bad elements to infiltrate, resulting in impure internal composition and certain shortcomings and mistakes. However, these issues should not be used to disavow the organization altogether. In this matter, the Central Committee does bear responsibility. We can draw a lesson from this: why rush to issue the “February 4th Instruction” based solely on one side’s account without conducting a thorough investigation? Therefore, the Central Committee must assume primary responsibility.
