1. This time both sides have gained experience. This gust of wind will not blow very strongly. We must abide by the eight rules, and the Liberation Army must abide by the ten rules.
2. In the dozen or so years since liberation, we have become seriously detached from the masses. The Youth Federation, the Women’s Federation, and the Central Committee of the Communist Youth League are all empty shells. Our requirement is not to be divorced from production, to be both officials and common people. What is the way? For one week a month be an official, and for three weeks be a common person. If one does not act as a common person, worker movement leaders who go on like this may change. This is a major issue of orientation. Whether this method is good or not, comrades may put forward their views.

Some say the strategic centre of the United States and the Soviet Union has shifted. I do not agree. They are paying attention to the Far East, but the centre is still in Europe. The seven divisions of troops in Europe have not been reduced; only a few tens of thousands of veterans have been transferred to the Far East.
