Comment on the Report on the Progress of Work[1]

To all military regions, all armies, and all branches of the armed forces:

The work carried out by the 54th Army in Chongqing has been done well and may serve as a reference for you. In all cases where two factions of revolutionary mass organizations are sharply opposed to each other, as long as meticulous ideological and political work is conducted, the problems can always be resolved. Even with regard to conservative organizations that have a mass base, or even reactionary organizations, meticulous ideological and political work must also be carried out.

A telegram sent on May 26, 1967, by the 54th Army of the Chinese People’s Liberation Army to the Chengdu Military Region, with copies to the Central Committee’s Cultural Revolution Group and the All-PLA Cultural Revolution Group, stated: In recent days, leading comrades of the army have devoted all their efforts in Chongqing, successively holding talks on more than ten occasions with leading figures from workers’ organizations, student organizations, and the “Red Headquarters” of the PLA Logistics Engineering College, listening to their criticisms and opinions. In addition, through receiving visitors, work was carried out among the general masses of the opposing faction, and military-civilian joint gatherings were organized with certain organizations. Through these efforts and activities, some misunderstandings were eliminated, antagonistic sentiments were somewhat alleviated, and ideological and emotional closeness improved compared to before. The opposing faction expressed support for the “Five Articles” for handling the Chongqing issue put forward by the central authorities, indicated willingness to accept the leadership of the preparatory group of the Municipal Revolutionary Committee, and agreed in principle to achieve unity between the two factions. However, to truly realize unity between the two factions, a great deal of arduous and meticulous political and ideological work is still required.
