Marginal Note on a Summary of Remarks Made at a Forum\[1\]

Comrades Lin Biao and Enlai\[2\], with a copy to the Cultural Revolution Group:

Here is a speech by Comrade Huang Yongsheng. I suggest distributing it to the various greater military regions, provincial military districts, all armies, and all services and arms of the military for reference. I think this kind of small-scale heart-to-heart forum is very good. The highest local chieftain comes forward to have an equal heart-to-heart talk with the young generals, puts on no airs, frankly admits mistakes without hemming and hawing, and immediately corrects them—all this is very good. If you agree, please handle as you see fit.

This marginal note was written on Issue No. 131 of *Letters and Telegrams Bulletin*, compiled and printed on 21 May 1967 by the Office of the Cultural Revolution Group of the Central Committee of the Chinese Communist Party. This issue carried a portion of the remarks made on 10 May at a forum with eight representatives of the rebel faction “Guangzhou Workers’ Union” by Huang Yongsheng, Commander of the Guangzhou Military Region of the People’s Liberation Army, and Deputy Commander Wen Yucheng, among others. In his remarks, Huang Yongsheng reviewed “the shortcomings and mistakes in the work of supporting the Left during the previous period, expressed the intention to thoroughly rehabilitate the revolutionary rebels who had been attacked and persecuted, and firmly stand on the side of the revolutionary rebels.”

\[2\] Lin Biao was then Vice Chairman of the Military Commission of the Central Committee of the Chinese Communist Party. At the Eleventh Plenary Session of the Eighth Central Committee, he was re-elected as a member of the Standing Committee of the Political Bureau and was soon thereafter referred to as Vice Chairman of the Central Committee. Enlai refers to Zhou Enlai.
