All provinces and cities should also handle matters directly according to this. Those whose conditions are not yet ripe should wait until the conditions are ripe before holding [the establishment]. Those in a state of anarchy should first implement military control.

Refers to Zhou Enlai's report to Mao Zedong on March 10, 1967. The report said that last night, I received the Chairman's instruction that before the establishment of the Beijing Municipal Revolutionary Committee, a representative meeting or mass meeting of workers, peasants, and middle school students should be held first. I have informed Xie Fuzhi and circulated it to the comrades of the Standing Committee and the Cultural Revolution Group, and they all agree. This morning, according to this principle, I told Xie Xuegong (then the First Secretary of the Tianjin Municipal Committee of the Communist Party of China) by telephone to consider first holding a representative meeting of revolutionary factions of universities, middle schools, workers, peasants, and government organs, and then holding a consultative meeting of revolutionary organizations and a mass meeting in the city to announce the procedures for the establishment of the Revolutionary Committee.
