This document can be distributed to all comrades attending the army-level conference. The army must not only coordinate with local authorities in managing agriculture, but must also take charge of industry. The method adopted by the Shenyang Military Region of dispatching large numbers of personnel into factories to conduct propaganda and investigations is very good. The 27th Army in Wuxi, the 54th Army in Chongqing, the 23rd Army in Yichun, Weihe, and other places have also gained good experience. In short, the army cannot sit by and watch industrial production decline while remaining indifferent.

[1] Refers to the report submitted on March 2, 1967, by the Shenyang Military Region of the Chinese People's Liberation Army to the Central Military Commission, the All-Army Cultural Revolution Group, the State Council, the Central Cultural Revolution Group, and others. The report states that the leading organs of the Shenyang Military Region and various military organs stationed in Shenyang, in late February, dispatched a total of 780 cadres to form Mao Zedong Thought propaganda teams, which entered 122 large and medium-sized factories and some universities and colleges in Shenyang. Using methods such as wired broadcasting and oral explanations, they repeatedly propagated Chairman Mao's call to "grasp revolution and promote production," the Sixteen Articles, the Ten Articles on Industry, the Eight Orders, and other relevant notices and directives from the Central Committee and the Military Commission. Once the Party's policies were clearly explained, the abnormal phenomena in some factories caused by a minority stirring up trouble were gradually rectified, production generally rose, and armed struggles were basically halted.
