Comments on Two Summary Reports by the Beijing Garrison Command on Conducting Military Training in Universities and Middle Schools [I]
(February 19, 1967, and March 23, 1967)

Comrade Lin Biao:
(1) These two documents should be immediately forwarded to the entire country. (2) Universities, middle schools, and senior grades of primary schools should conduct training once a year, each session lasting twenty days. After classes begin, during the twenty days of military training, the daily training time should not exceed four hours, while the original school curriculum should correspondingly be reduced by four hours each day. (3) Party, government, military, and civilian organs, except for the elderly, should all implement military training for middle-aged and young people, twenty days per year. The above is submitted for your consideration and action.

These two documents should be reviewed by the Premier [I] and then sent to Comrade Lin Biao.
None of them should be published. The experience in various regions has already surpassed that of Beijing. My comments are also somewhat unsuited to the new situation, and therefore none of them should be published.
