This first section is a comment written by Mao Zedong after reading the report submitted by the Guangzhou Military Region of the Chinese People's Liberation Army on February 23, 1967, to the Central Military Commission of the CPC Central Committee and others concerning the new situation in the power seizure struggle in Guangzhou. On February 27, 1967, Premier Zhou Enlai of the State Council wrote a report to Mao Zedong, stating that he had held a day-long discussion the previous day with comrades from Guangdong who had come to Beijing. The Guangdong comrades included seven individuals, namely Huang Yongsheng, Chen Yu, Zhao Ziyang, Chen De (then serving as political commissar of the Guangdong Provincial Military District), and Ou Mengjue, among others. This evening,
during the Cultural Revolution steering group meeting, we discussed the Guangdong issue and unanimously recommended: that Guangdong immediately implement military control and prepare to establish a three-in-one revolutionary committee.
At present, Huang Yongsheng shall take the lead, with Chen De as his deputy, to oversee the work throughout Guangdong Province, assist provincial party committee comrades in their self-criticism, and it is estimated that some comrades may gain the approval of the masses. The situation in Yunnan
is quite similar to that in Guangdong. It is proposed to also first implement military control
and prepare the conditions for a three-in-one structure. After reading this, Mao Zedong wrote another comment,
which constitutes the second part of this document.
