Directive on Two Reports Submitted by the Beijing Garrison Command of the People's Liberation Army on February 18 (February 19, 1967)

The Beijing Garrison Command of the People's Liberation Army submitted two reports on February 18: one was the "Report on the Pilot Short-Term Military and Political Training in Five Institutions of Higher Education," and the other was the "Summary Report on the Pilot Military and Political Training in Two Middle Schools." Chairman Mao's directive is as follows:

Comrade Lin Biao:
1. These two documents should be immediately forwarded nationwide.
2. Universities, middle schools, and senior grades of primary schools shall conduct training once a year, each session lasting twenty days. After classes begin, during the twenty days of military training, the daily training time shall not exceed four hours, while the original school curriculum shall correspondingly be reduced by four hours per day.
3. All Party, government, military, and civilian organs, except for the elderly, shall implement military training for middle-aged and young personnel, twenty days per year.
