Instructions Concerning Takeover
(January 1967)

Takeover is inevitable.

In the past our government was formed by sending a small number of cadres from above while retaining the majority of former personnel below; it was not a government seized by workers and peasants rising up in revolution. This very easily produces things of a feudalist and revisionist nature.

Xie Fuzhi:
We older comrades do not understand this movement. We did not understand it from the very beginning, still do not understand it now, and cannot turn the corner.
Those who cannot turn the corner should stand aside, but they will be given food.
Xie Fuzhi:
Yesterday I told the Chairman that the Joint Action Committee includes many children of senior cadres.
This is class struggle.
