1. I believe the thirteen military regions should not all launch the Cultural Revolution at the same time; there must be a sequence of priority.
2. The local Cultural Revolution is unfolding fiercely, and the struggle to seize power is still being waged intensely. Our army must support the local revolutionary Left in their struggle to seize power. Therefore, the Cultural Revolution in the army and that in the localities must be kept separate.
3. At present, imperialism, revisionism, and reactionaries internationally are exploiting our Cultural Revolution to continue stepping up their anti-China activities. For example, the Soviet Union is suppressing students, there has been increased aircraft activity along the Xinjiang border, and ground forces are also being redeployed. All major military regions on the front lines must be vigilant and make necessary preparations, such as those in Jinan, Nanjing, Fuzhou, Guangzhou, and Kunming. Therefore, the Cultural Revolution should be postponed slightly in these areas; it will certainly be carried out in the future. We must take the overall situation into account.
