[1] This refers to the draft congratulatory telegram from the CPC Central Committee, the
State Council, the Central Military Commission, and the Central Cultural Revolution Group to
the various rebel groups in Shanghai, submitted by Zhou Enlai and others on January 11,
1967, and the draft editorial in People's Daily and Red Flag magazine, "Oppose Economism,
Smash the New Counterattack of the Bourgeois Reactionary Line," both published in
People's Daily on January 12, 1967.

mass organizations; and the draft notice of the CPC Central Committee on the issue of radio
stations. All three documents are dated January 11 and issued by the Secretariat of the
General Office of the CPC Central Committee on January 13.
