As long as they are not anti-Party or anti-socialist elements and yet persist in their wrongdoings despite repeated education, they should be allowed to reform and encouraged to atone for their mistakes through meritorious service.

Cadres at all levels should stand the test of the Proletarian Cultural Revolution and strive to make new contributions to it. They must not rest on their past achievements, regard themselves as superior, or look down upon the newly emerging revolutionary young activists. It is entirely wrong to focus solely on one’s own past merits while failing to recognize the overarching revolutionary direction of the present, or to concentrate only on the shortcomings and errors of the younger generation while ignoring the fundamental correctness of their revolutionary orientation. Such views are profoundly mistaken and must be corrected.
