On January 5, 1967, Liu Shaoqi wrote to Mao Zedong, stating: "The Jinggangshan Red Guard Headquarters of the Beijing Institute of Architectural Engineering has sent a letter demanding that I go to the institute before 4 p.m. on January 7 to make a public self-examination. Another letter from the 'August 1st Regiment Red Guards' of the same institute also demands that I go there to make a self-examination. Should I go to the institute to make a self-examination? I request the Chairman's instructions!" After reading the letter, Mao Zedong wrote this comment.

In the early morning of January 7, 1967, Premier of the State Council Zhou Enlai received representatives of students from the Beijing Institute of Architectural Engineering and stopped their action of forcing Liu Shaoqi to go to the institute to make a self-examination.
