[1] This document was written on a draft submitted by Zhou Enlai on November 16, 1966, entitled “Notification of the CPC Central Committee and the State Council on the Issue of Revolutionary Liaison Activities Among Revolutionary Teachers and Students.” The draft stated that the CPC Central Committee and the State Council had “decided that, starting November 21 of this year and continuing through next spring’s warmer weather, all revolutionary teachers and students in colleges, universities, military academies, and secondary schools across the country, as well as Red Guard members, shall uniformly suspend travel by train, ship, and bus to Beijing or to other localities for revolutionary liaison activities. Those revolutionary teachers and students currently waiting along transportation routes to depart for such activities may be persuaded to return to their original locations.” It further noted: “This year marks the first year of our country’s Third Five-Year Plan. In order to fulfill and overfulfill this year’s national economic plan and to better implement next year’s plan, it is necessary to concentrate all available transport capacity this winter and spring to accelerate the movement of materials.” On the same day, the CPC Central Committee issued this notification. The second document was written on a draft submitted by Zhou Enlai on December 1, entitled “Supplementary Notification of the CPC Central Committee and the State Council on the Issue of Revolutionary Liaison Activities Among Revolutionary Teachers and Students.” Building upon the November 16 notification, the supplementary draft laid out four specific additional provisions regarding the departure of teachers and students and Red Guards from Beijing and their return to their home areas when engaged in inter-regional liaison activities. During his review, Mao Zedong deleted the qualifying phrase preceding “Chairman Mao”—“our great teacher, great leader, great commander, great helmsman.”
