Comment on the Draft Notice of the CCP Central Committee and the State Council Regarding How to Carry Out the Great Cultural Revolution in Industrial and Transportation Enterprises and Capital Construction Units

In their letter, Liu Shaoqi and Deng Xiaoping stated that the Great Cultural Revolution movement in the cultural and educational fields is currently underway. If industrial and mining enterprises and capital construction units are mobilized together, the leadership will not be able to manage it all, and it will be easy to make mistakes. Recently, the plans for industry, transportation, and capital construction have not been completed well. The production of steel, steel materials, and coal has begun to decline, and the decline in quality is particularly prominent. Accidents have increased, and capital construction tasks cannot be completed. After discussion among comrades in Beijing, it was believed that in the deployment of the Great Cultural Revolution movement, the focus should be on the cultural and educational departments and Party and government organs. For grassroots units such as industry, transportation, capital construction, commerce, and hospitals, the original "Four Cleanups" deployment and the "Twenty-Three Articles" (i.e., the CCP Central Committee document "Some Problems Currently Raised in the Socialist Education Movement in Rural Areas") should be combined with the Cultural Revolution. The draft notice submitted by Liu Shaoqi and Deng Xiaoping pointed out that at present, Party committees in various places need to use great efforts to lead the revolutionary movement in the cultural and educational fields that is underway. At the same time, attention should also be paid to the characteristics of industrial and mining enterprises and capital construction units that must ensure the completion of national tasks.

The Central Committee believes that the Cultural Revolution in industrial and transportation enterprises and capital construction units (including design and construction units) should be combined with the "Four Cleanups" movement, and carried out in stages and batches with leadership and planning in accordance with the provisions of the "Twenty-Three Articles" and according to the original deployment in various places. The notice requires that Party committees in various places must grasp revolution and ensure production, and achieve a double victory in revolution and production and construction. Units that are currently carrying out the Cultural Revolution and the "Four Cleanups" movement should focus their main efforts on grasping revolution, and at the same time organize a team to specifically grasp production and construction work.
