The original "Group of Five in Charge of the Cultural Revolution" and its offices are to be revoked, and a new Cultural Revolution Group is to be established, subordinate to the Standing Committee of the Politburo.

(…The purpose of this great struggle is the criticism of Wu Han] and a large number of other anti-Party, anti-socialist bourgeois representatives (there is such a group of bourgeois representatives in the Central Committee and in the various organs of the Central Committee, and in the various provinces, municipalities, and autonomous regions).

In the struggle of the proletariat against the bourgeoisie, in the dictatorship of the proletariat over the bourgeoisie, in the dictatorship of the proletariat in the superstructure, including in the various cultural spheres, and in the proletariat's continued clearing out of the bourgeois representatives who have wormed their way into the Communist Party and are waving a red flag to oppose the red flag, etc., on these fundamental questions, can any equality be permitted? The old social democrats of the past several decades and the modern revisionists of the past dozen or so years have never permitted any equality between the proletariat and the bourgeoisie. They fundamentally deny that the several thousand years of human history is a history of class struggle, fundamentally deny the class struggle of the proletariat against the bourgeoisie, and fundamentally deny the revolution of the proletariat and its dictatorship over the bourgeoisie. On the contrary, they are loyal running dogs of the bourgeoisie and imperialism; together with the bourgeoisie and imperialism, they adhere to the bourgeois ideology of oppressing and exploiting the proletariat and to the capitalist social system, and they oppose the Marxist-Leninist ideology and the socialist social system. They are a group of anti-communist, anti-people counter-revolutionaries; their struggle with us is a life-and-death struggle, in which there is no talk of any equality whatsoever. Therefore, our struggle against them can only be a life-and-death struggle; our relationship with them is absolutely not one of equality, but one in which one class oppresses another, that is, the relationship of the proletariat exercising autocracy or dictatorship over the bourgeoisie, and it cannot be any other kind of relationship, such as a so-called relationship of equality, a relationship of peaceful coexistence between the exploited class and the exploiting class, a relationship of benevolence, righteousness, and morality, etc.

Without destruction, there can be no construction. Destruction means criticism, it means revolution. Destruction requires making arguments, and making arguments is construction. With destruction taking the lead, construction is also therein.

In fact, those Party power-holders taking the capitalist road who support the bourgeois academic tyrants, those bourgeois representatives who have wormed their way into the Party to protect the bourgeois academic tyrants, are the very ones who do not read books, do not read newspapers, have no contact with the masses, have no learning whatsoever, and rely solely on being "arbitrary and bullying people with their power," great Party tyrants who have usurped the name of the Party.

…or although the struggle has already begun, the great majority of Party committees are still very uncomprehending, very unconscientious, and very ineffectual in their leadership of this great struggle,…

They give a free rein to all ox-demons and snake-spirits to come out of their cages, which for many years have filled our newspapers, broadcasts, periodicals, books, textbooks, lectures, literary and art works, films, plays, ballads, fine arts, music, dance, etc., never advocating that they should be subject to the leadership of the proletariat, and never requiring approval. This contrast makes it clear what position the authors of the outline are really in.

…hold high the great banner of the proletarian cultural revolution, thoroughly expose the bourgeois reactionary stand of that group of anti-Party, anti-socialist so-called "academic authorities," thoroughly criticize the bourgeois reactionary thought in the academic, educational, journalistic, literary and art, and publishing circles, and seize the leadership in these cultural spheres. And to achieve this, it is necessary at the same time to criticize the bourgeois representatives who have sneaked into the Party, the government, the army, and all spheres of the cultural world, to clean out these people, and in some cases to transfer them from their posts. In particular, these people cannot be trusted to lead the work of the cultural revolution, yet in the past and at present there are indeed many people doing this kind of work, which is exceptionally dangerous.

The bourgeois representatives who have sneaked into the Party, the government, the army, and various cultural circles are a group of counter-revolutionary revisionists; once the time is ripe, they will seize political power and turn the dictatorship of the proletariat into a dictatorship of the bourgeoisie. Some of these figures have already been seen through by us, some have not yet been seen through, and some are currently being trusted by us and are being cultivated as our successors, figures like Khrushchev, for example; they are now sleeping right beside us. Party committees at all levels must pay full attention to this point.
