The question of whether a revisionist ruling clique will emerge in China boils down to two possibilities: it will either emerge or it will not; and if it does, it will happen either early or late. It is better for it to emerge sooner rather than later. With the right measures, such a development might be avoided. Nevertheless, the rise of revisionism in China would be a difficult undertaking.

The Secretariat has also been undergoing division and fragmentation. Peng, Lu, Yang, Tan, Luo, and others have all served as Secretaries of the Secretariat at one time or another. This ongoing process of differentiation is entirely consistent with the principles of dialectics. Some people are terrified by it, but resistance to differentiation remains merely a subjective wish. Such divisions exist at the central level, and they will inevitably arise in the provinces as well.
