Noted on 14 April 1966

[Refers to the following passage in Mao Zedong’s opening address at the First Plenary Session of the Chinese People’s Political Consultative Conference on 21 September 1949: “The imperialists and the domestic reactionaries will certainly not resign themselves to their defeat; they will still make a last-ditch struggle. After nationwide pacification, they will also engage in sabotage and create disturbances in various ways; every day and every hour they will attempt to stage a comeback in China. This is inevitable and beyond all doubt; we must by no means relax our vigilance.” In February 1966, the General Office of the CPC Central Committee compiled some of Mao Zedong’s instructions on confidential work, preparing to distribute them for study by participants at the national conference on confidential work. When Mao Zedong reviewed the compilation, he wrote this annotation in parentheses after this passage.]
