The Chairman twice held talks with Comrade Kang Sheng, and also convened meetings with Kang Sheng, Jiang Qing, Zhang Chunqiao, and other comrades, to criticize the outline of the report submitted by the Five-Man Group (Peng Zhen, Lu Dingyi, Kang Sheng, Wu Lengxi, and Zhou Yang)—namely, the counterrevolutionary “February Outline” on Academic Discussions, which the traitor Peng had concocted behind Comrade Kang Sheng’s back in the name of the Five-Man Group, together with his henchmen Xu Liqun and Yao Zhen. The Chairman stated: “Wu Han has published countless articles without ever seeking permission or going through the proper channels. Why, then, does Yao Wenyuan have to seek approval every time he writes? Do the Central Committee’s decisions no longer carry any weight? The Propaganda Department is a den of corruption: it suppresses left-wing submissions while shielding right-wing academic bigwigs. We must overthrow this hellish regime and liberate the little people. I have always maintained that whenever a central organ commits wrongdoing, we should rally the localities to rise up in rebellion and launch an offensive against the center. Let there be many more Sun Wukongs at the local level, wreaking havoc in the Heavenly Palace.”  The Chairman further criticized Peng Zhen: “If Peng Zhen, the Beijing Municipal Party Committee, and the Propaganda Department continue to shield bad elements, the Propaganda Department must be dissolved, the Beijing Municipal Party Committee must be dissolved, and the Five-Man Group must be dissolved.” He also instructed Peng Zhen to apologize to the Shanghai Municipal Party Committee for having Xu Liqun telephone Yang Yongzhi. Finally, the Chairman said: “Last September, I asked several comrades what we should do if revisionism emerged within the Central Committee. This is quite likely—and it is the most dangerous scenario. We must safeguard the leftists and cultivate a cadre of leftist cadres during the Cultural Revolution.”
